Mr Sam Zungu
Deputy Director-General: Technical and Vocational Education and Training, Department of Higher Education and Training
Mr. Sam Zungu is the Deputy Director-General for Technical and Vocational Education and Training (TVET) at South Africa’s Department of Higher Education and Training (DHET), a position he has held since May 2021. With over 29 years of leadership experience in the TVET sector, he oversees 50 public TVET colleges and more than 280 campuses nationwide.
A respected education executive, Mr. Zungu has a distinguished record in institutional transformation, governance, and international collaboration. He previously served as Principal of uMfolozi TVET College, where he championed innovative partnerships and positioned the institution as a leader in skills development. His leadership extends to high-profile roles, including Chairperson of the BRICS TVET Cooperation Alliance, the Transport Education and Training Authority (TETA), the Quality Council for Trades and Occupations (QCTO), and the Imbali Education and Innovation Precinct, among others.
Internationally, Mr. Zungu has forged partnerships with institutions in Germany, South Korea, and Sweden, advancing dual apprenticeship programmes, renewable energy training, and maritime education. He holds an MBA, MPA, and other postgraduate qualifications from the University of Stellenbosch and the University of Cape Town. His research focuses on TVET funding models, institutional performance, and student success.
